Manufacturers are required to establish an e-waste recycling program for certain electronic devices, producing and financing the collection, transportation and recycling of covered devices. May pay into standard state program or fully fund independent program. Plan submission fees and annual registration fees are collected. No fee for consumers. Covers TVs, monitors, desktop computers and laptops.
