Manufacturers may participate in either the State Contractor Program or the Independent Program. Oregon Department of Environmental Quality assigns manufacturers a recycling obligation annually. No fee for consumers, small non-profits and anyone dropping off seven items or less. Covers TVs, monitors, personal computers and laptops.
