Requires manufacturers to establish recycling programs, paying for collection, transportation and recycling. Includes $2,000 to $3,000 annual fee for computer manufacturers. No fee to consumers and small businesses dropping off seven or less covered items per day. Covers computers, peripherals, fax machines, DVD players, videocassette recorders and video display devices.
