Manufacturers may fund their own recycling program or fund a county collection program. Manufacturer’s fees ($10,000 first year, $5,000 annual thereafter) to state used to reimburse counties for recycling costs. Covers monitors, desktop and personal computers, laptops and TVs (2007).
