Manufacturers must finance and implement a recycling program. Manufacturers of video display devices (TVs, monitors, laptops) are required to collect and recycle 60% by volume weight of all products sold in state during previous year in program’s first year, 80% the second year. No fee to consumers, schools and businesses with less than 100 employees. Covers computers, laptops, keyboards, printers, fax machines, DVD players, video cassette recorders and TVs.
